30/10/2024 New warning in cards when card was issued already

If configured, a warning will be shown when a user tries to issue a card which has been issued before. When the user confirms the warning, an entry for "Card" will be created in s_userlog.

Additional information: To enable the functionality, 'Y' is required in the control field of c_code/card_warn. The corresponding message box can be found in c_label/msgbox519
